First responders on any given scene may encounter scenarios of accidental exposure to contamination. Rarely are border patrol, police, fire, and EMS personnel outfitted with extensive PP&E. HAZMAT teams are typically dispatched to the scene after initial contact long after first responders have conducted a variety of operations.
